Under the 74th Constitutional Amendment Act of the Government of India, a three-tier system of local bodies was established to ensure public participation in governance, one purpose of which is to provide citizens with clean water supply and sewer facilities. To fulfil this objective, the Lucknow Jal Sansthan was constituted by the U.P. Government under Section 18(1) of the Water Supply and Sewerage Act, 1975.
